Introduction of Facility Settings

Facility Settings have been introduced to enable facility-level configuration of operational preferences. Administrators can now configure the time zone as well as date and time display formats at the facility level, ensuring that all time-sensitive data across the platform is presented in alignment with the facility's operational context and regional requirements.
